- 1. What is the function of Principal Accountant General (A&E), Odisha, Bhubaneswar?
- The PrincipalAccountant General (A&E), Odisha whoworks under the Comptroller and Auditor General of India, deals with maintenance of Accounts of the State Government (including GPFAccounts and Long Term Advances); authorization of retirement benefits such as the Pension and GPF Final payments. It further maintains Loans and Advances of the State received from Government of India, Deposit Accounts, accounts relating to Inter-Government settlement and prepares Finance Accounts andAppropriation Accounts of State Government.
- 2. How are the accounts of the State Government maintained?
- Principal Accountant General (A&E) receives the original vouchers and challans in respect of all payments and receipts occurring in different Treasuries, P.W. Divisions, Forest Divisions, and other States and at the level of P.A.O.s of different Ministries of Government of India. It also receives information from the Reserve Bank of India regarding transactions made by Reserve Bank of India itself in connection with Debt Service of the State.
- The office compiles the accounts based on the above information and brings out Monthly Civil Account (MCA)at the month end and Financial Accounts & Appropriation Accounts at the year end.
- 3. Shall a pensioner have to come to the office of the Principal Accountant General (A&E),Odisha for drawing his first pension or final GPF?
- No, The pensioner should approach the Concerned Treasury Officer mentioned in thePension Intimation letter for drawing first pension and to the Drawing and DisbursingOfficer for Final GPF.
- 4. To whom shall I place my grievances for redressal in respect of Pension in office of the Principal Accountant General (A&E), Odisha?
- A Grievance RedressalCell is functioning in the ground floor of the office where the retired Government servant can submit his/her grievances relating to the pending pension matters or GPF matters in the office of the Principal Accountant General or he/she can submit his/her grievance on-line by clicking "Lodge your Grievance (Pension & GPF) under "Citizen's Corner" in the website www.agodi.cag.gov.inorhttps://agodisha.gov.in/agodisha/. He/she can also check the status of his/her grievance on the same page. Besides, grievance can also be filed by e-mail to dagpenae.od@nic.in and bopm.od@nic.in.
- 5. How are pension payments authorised to the retired Government servants?
- The pension is sanctioned by the designated officer of a department after receipt of application from the retiring Government servant well in advance and checking of entitlements. Such sanction along with a copy of the pension application submitted by the retiring Government servant is communicated to the Accountant General (A&E) for further checking of entitlements as per the Orissa Civil Service (Pension) Rules 1992 as updated from time to time. Thereafter,O/o the Principal Accountant General (A&E) authorizes the Pension, Gratuity and Commuted value of the pension to the Treasury Officer where the retired Government servant had desired to take payment. The Pension Sanctioning authority is also intimated of the fact of authorization of pension.
- 6. How to apply online for Pensionary benefits?
- A. (I)For Regular Pension:-
- As per the Notification of Finance Department, Odisha vide No. 4525/F dated 08.02.2019 itis mandatory w.e.f. 01.08.2018 to apply for fresh pension benefits online through iFMS, Odisha as per the procedure mentioned in FD-OM No. 32888/F dated 13.11.2017 and 34081 dated 22.11.2017. The beneficiaries can submit Online Pension Application using the Pensioners Portal (https://www.odishatreasury.gov.in/Pensionportal). For detailed procedure he/she may follow the guidelines provided under 'Role of Applicant' in FD-OM No. 32888/F dated 13.11.2017.
- (II)For Revision of Pension:-
(a) Revision of pension for Pre-2016 retirees- -
For the revision of Pension/Family pension, the Pensioner/Family Pensioner can apply online at the portal named 'ARPANA' which is available in the internet with domain name https://pension.odishatreasury.gov.in/. It can also be accessed through a link provided in the home page of iFMS, Odisha.
- Pensioner/Family Pensioner can submit application offline for revision of their basic pension/family pension by submitting Annexure-C along with a copy of front page of the PPO/FPPO in the office of the Pension Disbursing Authority (PDA). The applicant can track the status of his/her application online through ARPANA portal and he/she can also view the electronic authority, if the same has already been issued.
- (b) Revision of pension for Post-2016 retirees-
- The procedure for applying for revision of pension/family pension is as per the existing rule i.e. he/she shall have to apply through Pension Sanctioning Authority (PSA).
- (c) Revision of pension for State Government pensioners drawing pension in other States under Special Seal Authority (SSA)-
- 1. The Annexure-C as prescribed in FD OM No.28300/F., date: 23.09.2017 shall be duly filled up by the Pensioner/Family Pensioner and to be submitted to the Pension Disbursing Authorities i.e. Banks/ Treasuries as the case may be, along with a photo copy of the first page of the PPO Book.
- 2. If the pension/family pension is being drawn from the Public Sector Bank, then bank shall fill up the Annexure-D and submit both Annexure-C & D to the concerned Treasury from whom the SSA had been received for onward transmission to O/o the A.G. (A&E) of the State.
- 3. If the pension/family pension is being drawn from the Treasury, then Treasury shall fill up the Annexure-D and submit both Annexure-C & D to the O/o the A.G.(A&E) of the State.
- 7. How does a pensioner receive his authority of pension and other benefits?
- The intimation letter regarding authorisation of Pension, Gratuity and Commuted value of pension will be sent to the pensioner by post to the address mentioned by him in the pension application. He also gets a SMS about the processing of his pension application at every stage starting from forwarding the pension papers by PSA to authorization of pension by O/o the Principal Accountant General (A&E), Odisha.
- 8. Whether SMS facility is available for information regarding the status of pension application?
- Yes, the pensioner gets a series of SMSs about receipt/authorization /return of his pension case. For this purpose, the pensioner is required to mention his current mobile number in the pension application.
- 9. How will a pensioner get his copy of authority if he leaves the place mentioned in the application before receiving the copy of the authority?
- The Pensioner can address a letter to the O/o the Principal Accountant General (A&E), Odisha giving his change of address for sending the authority.
- 10. How much time it takes to get the pension authorised?
- If the service particulars are correctly and properly stated in the pension papers and the service book is up-to-date, the authorization of pension will be done within one month of receipt of the sanction from the Pension Sanctioning authority.
- 11. What about the Gratuity and Commuted value of pension authorization?
- The Gratuity is authorised along with the pension if the Pension Sanctioning Authoritycertifies that no Government dues are outstanding against the retiring Government official as well asno long term advances such as HBA and MCA appear against the name of theretiring Government servant in the books of records of Principal Accountant General. If any long termadvance is outstanding, then the account will be reconciled and Gratuity authority isissued thereafter. So the retiring official if he is interested to get his gratuity releasedearly, should be alert to see his account is clear before getting the Gratuity. Therelease of Commutation depends upon the submission of application.
- 12. Is any number allotted to the pensioner as in the case of GPF?
- A Pension Payment Order is allotted to the pensioners at the time of authorising the pension. The number mentioned therein will be used for all future correspondences.
- 13. How can a family member of a deceased Government servant/pensioner gets the Family Pension?
- In any case the Family Pension papers are to be forwarded by the Pension Sanctioning Authority. In case of death after drawing some months pension the Family Pension can be drawn by the spouse of the retired pensioner as the name of the spouse is mentioned in the PPO Register. In case of death after retirement but before drawing any pension for the intermediate period the pension will be sanctioned in favour of all the eligible family members.
- 14. Is divorced/widowed/unmarried daughter eligible for pension after crossing 25 years of age?
- As per the recent Circular of Government of Odisha dated 23.07.2011 and further clarification of March, 2013 the above category of dependants are eligible for Family Pension till their remarriage.
- 15. What is the criteria to become eligible for drawing such Family Pension?
- The eligibility criteria is that the dependants should not have monthly income exceeding Rs. 4040/- from any source and their applications have to be forwarded to the O/o the Principal Accountant General (A&E), Odisha through Pension Sanctioning Authority.
- 16. Is it necessary that the both halves of earlier PPO Order have to be returned to
Accountant General for authorization of Family Pension to divorced/widowed/unmarried
daughters?
- Yes, the PPO Book earlier issued has to be returned back by the Treasury Officer by recording the Last Payment Certificate for cancellation in the O/o the Principal Accountant General (A&E), Odisha before authorization of Family Pension to the eligible members.
- 17. What time will Accountant General take for authorization of fresh Pension Order, Family Pension and Revision of Pension?
- Normally the pension applications are to reach the O/o the Principal Accountant General (A&E), Odisha four months prior to the date of retirement of the Government servant and the office shall authorize the pension before one month of retirement.
- However, the office makes every effort to dispose the fresh Pension /Family Pension cases within one month after receipt of pension application, in case they are complete in all respect. In case of revision of pension,effort is made to dispose those cases within 90 days from the date of receipt of Revision Pension application.
- 18. How can I know the balance standing in my GPF account?
- This office has launched GPF e-statement and push SMS service for all the subscribers of state Government of Odisha, starting with the annual statement for 1998-99, which can be accessed through this office websitewww.agodi.cag.gov.in or https://agodisha.gov.in/agodisha/. The statements can be viewed/downloaded/printed after New Registration only. On New Registration, the subscriber has to mandatorily register his mobile number and provide GPF A/C No. in the format like (PWO67476) and date of birth in the format (dd/mm/yyyy) (e.g.02/06/1982). The system will provide mobile verification code in the registered mobile entered by the subscriber. Then the system will send One Time Password (OTP) to the registered mobile. After successful registration the subscriber has to enter his full GPF A/C No. as User ID and OTP as password, so that he can change his password to access the Annual Statement. Apart from this the subscribers can get their monthly updates via SMS as soon as their subscription or withdrawal is posted by this office. In case of any difficulty in online registration, the subscriber can get assistance from his DDO.
- 19. What can I do if my date of birth is not available/wrong name in the GPF database of O/o the Principal Accountant General (A&E), Odisha?
- In case of subscribers whose date of birth is not available and/or name is incorrect in the GPF database of AG Office, they will have to forward necessary documentary evidence like copy of 1st page of Service Book in support of the date of birth/name to Office of the Principal Accountant General (A&E) Odisha through their DDO.
- 20. What is to be done if my on-line GPF account is blocked or I forget my password?
- You may avail the forget password facility, which is available in this office website www.agodi.cag.gov.inorhttps://agodisha.gov.in/agodisha/ to get a new password in your registered mobile.
- 21. How can I change my Mobile number, which is already registered for getting GPF e-statement?
- You can change your mobile number in Profile section, after login in this office website.
- 22. What is the rate of interest on GPF subscriptions?
- The interest rate announced by the Government of India for calculation on GPF interest each year is adopted by the State Government. The present rate of interest is 8.0% from 04/2019 to 06/2019.
- 23. How is the calculation of interest carried out?
- Interest is calculated from the succeeding month of recovery and is added to theGPF account at the end of Financial Year..
- 24. What is to be done if I notice some missing credits in my GPF account?
- You may represent your case through the Drawing & Disbursing Officer giving full information about the missing credit such as month of credit, name of the Treasury, TV number, and duplicate copy of the bill along with schedule to enable this office to locate and adjust your missing credit.
- 25. Will Principal Accountant General sanction my Part-Final Withdrawal or Non Refundable Advance from the General Provident Fund Account?
- No, except accounting and authorisation of final payment after retirement, other cases are dealt by the Drawing and Disbursing Officer.
- 26. Up to which date the interest is allowed in final payment cases?
- If the subscriber applies for final payment within the prescribed time limit, the interest is allowed till the month preceding the date of signing the authority by the Accounts officer of the Principal Accountant General(A&E) office, if it is signed before 15th of the month and if it is later, the interest is allowed till the last of the month.
- 27. Is the balance shown in the GPF account slip and that of final payment authority same?
- No, the balance shown in the GPF account slip is subject to adjustment of missing credits/debits and excess / less allowed in the accounts.
- 28. In what way the subscriber is responsible for any excess/short in the accounts maintained by the Principal Accountant General?
- In the accounting creeping of errors cannot be ruled out. The subscriber has the duty under Rule 36(2) of Orissa General Provident Fund Rules to point out any excess/short credit found by him in the account slip within three months of receipt of the same. This will help to avoid discontentment at the time of Final Payment stage.
- 29. What will happen if my pension payment order or GPF authority is lost at any stage or at any level after despatch from O/o the Principal Accountant General (A&E), Odisha?
- You may take up the matter with your Drawing and Disbursing Officer if it is GPF and with the Treasury Officer if it is related to Pension, DCRG or Commuted Value of Pension.
- 30. What is the arrangement to know about authorization of pension and GPF?
- Intimation to the retired Government employee about the authorization of retirement benefits is sent directly to him. The disposal is also hosted in the website www.agodi.cag.gov.in or https://agodisha.gov.in/agodisha/, which can be viewed by the retired Government officials/officers. The pensioner can view and download the copy of his pension authorization by registering himself in the above website soon.In case of revision of pension in respect of Pre-2016 retirees, the revised authorities are being uploaded in the ARPANA portal of Govt.of Odisha under digital signature.The Pension Disbursing Authorities are to download the same for making payment to the beneficiaries.The beneficiary shall get a message in his mobile number and e-mail mentioned in the online application about authorization of revised pension benefits.He/she can view the electronic revised authority by clicking in 'Track Your Application'section and mentioning his application number in the ARPANA portal.
- 31. O/o the Principal Accountant General (A&E) has pointed out missing credits of my HBA and MCA loan accounts. How can I get the missing credits cleared?
- The Loanee is required to furnish the particulars of salary bill like Head of Account, T.V. No., Date, Treasury and amount of deduction therein. In case of challan deposit, the particulars like challan number, date and Head of Account may also be furnished for clearance of missing credits.
